The Arab Monetary Fund aims to onboard a "Division Chief, Knowledge and Innovation" in the Capacity Development and Innovation Department, reporting to the Director, Capacity Development and Innovation.
Job Purpose
The Division Chief is responsible for leading the development and implementation of data management tools and processes to ensure the reliability of the Arab Monetary Fund’s databases and solutions. This role involves overseeing the design and delivery of AMF’s innovation strategy for the Innovation Hub and road map. The division chief will also supervise the end-to-end delivery of projects involving advanced and innovative techniques for data analysis, the use of Big Data and non-traditional sources to support the Arab Monetary Fund's flagship reports, studies, and other publications and aiming to facilitating decision-making processes and key organizational activities.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Lead the implementation and delivery of databases and data management tools ensuring their alignment with the AMF’s objectives and their adequacy in serving member countries.
- Lead projects on the use of advanced analytical methods to interpret complex data sets and translate raw data into actionable insights and recommendations to support decision-making and reporting.
- Promote the use of Big Data and advanced techniques (AI, ML, NLP, LLM) to improve data availability and provide innovative indicators for real time analysis.
- Establish clear guidelines on data collection and management.
- Ensure the implementation of robustness and quality processes for data outputs to promote high quality analysis for reports and publications.
- Lead the automation and optimization of the data processes to ensure timeliness and reduce inefficiencies.
- Monitor the development and delivery of the data solutions and innovation strategy.
- Identify and test the adequacy of emerging technologies and trends.
- Monitor ethical and reputational risks linked to the use of cutting-edge technologies.
- Identify optimization and automation opportunities and supervise data governance.
- Collaborate with internal and external stakeholders to foster knowledge exchange and sharing.
- Lead the implementation and delivery of training programs around the use of new technologies for economic monitoring and analysis.
- Track the impact of innovation and newly implemented solutions and report back to management.
- Translate strategies into actionable projects and initiatives.
- Oversee the implementation of policies on data governance and data integrity.
- Promote interoperability and integration across the various AMF’s data products.
- Strengthen internal and external knowledge of cutting-edge and innovative technologies through training.
- Develop knowledge exchange and innovation initiatives and training to service better the AMF’s constituency.
- Foster an internal exchange culture and collaborate with divisions across the AMF to deliver training and mentorship around new technologies and best practices.
- Design the innovation strategy aligned with the AMF’s objectives and goals.
- Deliver the innovation roadmap for the Innovation Hub with clear deliverables and measurable impact.
- Work on putting the AMF at the forefront of innovation within the international community.
- Identify opportunities and lead the work on improving data processes and tools based on the latest trends and technologies to ensure that the AMF’s data ecosystem is up to date.
- Develop and implement comprehensive training programs and capacity-building projects tailored to the needs of the member countries, in coordination and collaboration with internal and external stakeholders.
- Collaborate with experts and stakeholders to continuously update and enhance training curriculums.
- Establish strategic and collaborative relationships with relevant internal and external partnerships in a manner that supports the achievement of AMF’s strategic objectives.
- Engage with international organizations to find synergies and collaboration opportunities.
Qualifications and Requirements
- A minimum of 10 years of relevant experience in an innovation role, preferably in an international or regional context.
- Proven experience in developing and managing large-scale data products and innovative initiatives.
- Bachelor’s degree in data science, big data, or related fields is required
- Master’s degree or PhD in data science, big data, or related field is preferred
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
